Could a petition filed by HIGH TIMES magazine change U.S. marijuana laws? That's the question being asked now that the DEA requested that the Department of Health and Human Services (HHS) review medical research published in 1995 by HIGH TIMES. If the HHS reviews this evidence and recommends that marijuana be rescheduled, it's possible that new guidelines would enable California's Proposition 215 to be enforced, and marijuana would be finally become available for medical use.
